The Scottish Event Campus (SEC) has announced the appointment of Ruth Bailey as an Independent Non-Executive Director, alongside the recruitment of Peter Haggarty as Director of Development and Infrastructure, as the organisation continues to invest in its long-term growth strategy.
Home to the OVO Hydro, SEC Armadillo and SEC Centre, the Glasgow-based campus is one of Europe’s leading event destinations, attracting more than two million visitors annually and generating £557 million in economic impact. The latest appointments come as the SEC looks to advance ambitious plans aimed at unlocking further economic and social value while enhancing Scotland’s ability to attract major global events and artists.
Ruth Bailey brings more than 20 years’ experience in the civil engineering sector, having delivered major infrastructure projects across the UK, Australia and Asia. Her expertise spans complex design and construction programmes, as well as large-scale project and programme management.
In June 2026, Bailey joined global professional services firm WSP as Deputy Chief Operating Officer for UK and Ireland. She is a Fellow of the Institution of Civil Engineers, a chartered structural engineer, and a Leadership Fellow with the International Women’s Forum.
Her appointment comes alongside that of Peter Haggarty, who will take up the role of Director of Development and Infrastructure in July. Haggarty joins from the University of Glasgow, where he currently serves as Executive Director of Estates.
Haggarty brings extensive experience in engineering, infrastructure delivery and health and safety management. He is a Fellow and former Chair of the Royal Institution of Chartered Surveyors, as well as a Fellow of the Chartered Institute of Building.
In his new role, Haggarty will oversee infrastructure, development, and the SEC’s facilities and compliance teams, playing a central role in progressing the campus’s future growth plans.

“Peter oversaw one of the biggest educational infrastructure projects in Scotland’s history, delivering four state-of-the-art academic buildings. These not only transformed the University of Glasgow campus but also had a significant impact on surrounding communities.”
