The IEA has reiterated this position in every subsequent World Energy Outlook, including its 2025 edition, which confirmed: “Supply of oil and gas from existing projects are more than able to meet demand in a scenario where warming is limited to 1.5°C – no new projects are needed.”

“Global oil and gas production must decline by about 3–4% per year to limit global warming to 1.5°C; this leaves no room for new oil or gas fields to be developed after 2021.”
The IEA’s updated 2023 Net Zero Roadmap further warned that the rate of required demand reduction “may imply the early closure of some existing oil and gas fields,” while also noting that carbon capture and storage projects, often cited by industry as a justification for continued extraction, “have a history of failure”.
UCL’s Grantham Research Institute has further concluded that “projected production from existing fields is sufficient to meet or exceed demand in 1.5°C scenarios,” reinforcing that any new extraction is surplus to climate-compatible requirements.
The Scottish Government’s own finalised policy position, confirmed in January 2023 and restated in 2025, is one of no support for onshore conventional oil and gas development in Scotland, with its Programme for Government explicitly stating that “unlimited extraction of fossil fuels is incompatible with our climate obligations and meeting the aims of the Paris Agreement.”
In other words: drilling for more oil does not address a single one of the infrastructure, health, transport, or productivity challenges outlined above. It would, by prolonging fossil fuel combustion and its associated emissions, directly worsen the atmospheric conditions that are causing Scotland’s roads to melt, its hospitals to overheat, and its workers to suffer.
