A wave of innovative pilot projects aimed at tackling homelessness before it starts has been launched across Scotland, following new legislation that places public bodies under a legal duty to intervene early.

Fifteen pioneering initiatives, supported by £4 million from the Scottish Government and administered by Advice Direct Scotland, are leading the charge to offer practical help to those most at risk of losing their homes. The fresh approach is rooted in the “ask and act” principle – requiring public bodies such as councils, the NHS, and police to take reasonable steps to prevent homelessness under measures newly enshrined in the Housing (Scotland) Act.

More than 70 organisations are taking part in the schemes, with projects spanning Scotland’s largest cities, rural communities, and islands. While some pilots focus on specific localities, others have ambitions for national reach, potentially reshaping homelessness prevention services across the country.

Andrew Bartlett, chief executive of Advice Direct Scotland, described the projects as a testament to Scotland’s collective expertise and commitment: “Some pilots are focused on specific places while others cover services or entire council areas, and at least six are aiming for national impact. It’s been hugely rewarding for us to support this investment and we look forward to hearing about the results.”

Leadership and cooperation at both national and grassroots levels have been highlighted as key drivers of the initiative’s success. “This is about a shared mission across the country to reshape the way services tackle homelessness,” Bartlett added.

The introduction of these pilots coincides with the passage of the Housing (Scotland) Act. Housing Secretary Mairi McAllan said: “Everyone should be able to live in a safe, warm home and the best way to end homelessness is to prevent it happening in the first place. Preventing homelessness is at the heart of our recently passed Housing (Scotland) Act. These pilots will help test out the new ‘ask and act’ duties for certain public bodies before they come into force.”

With strong leadership, broad collaboration, and legislative backing, these pilots are a significant step towards transforming Scotland’s approach to homelessness, moving from crisis response to early, preventative action
