Scarf has been appointed to manage delivery of the Energy Company Obligation (ECO) 4 Flex scheme in Argyll and Bute – a supplier-funded programme mandated by the UK Government to support energy-saving improvements such as heat pumps, solar PV, and insulation in eligible homes.

With over £18 million in funding facilitated across Scotland, Scarf brings deep technical expertise and operational scale to ensure households benefit from high-quality installations that cut both carbon emissions and energy bills.

In other areas where Scarf delivers ECO4 Flex, eligible homes have typically received almost £18,000 worth of fully funded renewable technologies and energy efficiency improvements – a significant investment that delivers lasting value for residents and the wider climate agenda.

On average, households have seen:

Over £1,400 in annual bill savings

Annual carbon reductions of more than 5 tonnes CO₂ per property

ECO4 Flex funding ensures more local homes can benefit from the transition to net zero – without the financial burden often associated with low-carbon technologies.

Lawrence Johnston, Co-CEO of Scarf, said:
“We’re proud to bring ECO4 Flex funding to Argyll and Bute, delivering energy efficiency measures that support households and contribute to broader fuel poverty and net zero goals. Rural properties often face the highest energy costs, so ECO-funded upgrades can make a significant and lasting difference across these communities.

For more information about ECO4 Flex and how residents may benefit, visit Scarf or Argyll and Bute Council.

Scarf is a registered charity and social enterprise that works in partnership with local and national government, private sector and other third sector organisations to help lower fuel bills and carbon emissions.
