Scottish Independent Law Firm Secures Seven Lots on Prestigious RM6374 Framework, Expanding Key Service Areas
Morton Fraser MacRoberts (MFMac), a leading independent Scottish law firm, has significantly expanded its public sector legal offering after being reappointed to the UK Government Commercial Agency’s (GCA) RM6374 – Legal Panel for Public Sector framework. The firm secured appointments across seven crucial lots, reinforcing its established role as a key adviser to government and public bodies across the UK.
This reappointment builds upon MFMac’s consistent involvement in GCA public sector frameworks since 2018, during which it has provided legal services to a diverse range of organisations, including central and local government, health and social care, and housing sectors. The new framework greatly broadens the scope of the firm’s engagement, encompassing full-service legal provision, litigation and disputes, major projects, public-private partnerships (PPP), and transport and rail.
The lots secured by MFMac include:
- Lot 1a – Full Legal Service Provision for all Public Sector
- Lot 1b – Full Legal Service Provision for Local Government and Local Communities (including Housing and Charity sectors)
- Lot 1c – Full Legal Service Provision for Health and Social Care
- Lot 2 – Focused Legal Support
- Lot 3 – Litigation and Disputes
- Lot 4 – Project and Complex Advice including PPP
- Lot 5 – Transport and Rail
The RM6374 framework, which commenced on 30th July 2026, is a comprehensive agreement designed to streamline the procurement of legal services for the entire UK public sector. It consolidates previous frameworks, RM6240 Public Sector Legal Services and RM6284 Costs Lawyer Services 2, into a single platform, offering public sector organisations a complete legal advisory service. The framework has an estimated value of between £0-£500 million and will run for three years, with potential extensions of two additional one-year periods.
The Government Commercial Agency, as the UK’s central commercial and procurement body, aims to connect public and private sectors efficiently to deliver optimal outcomes for the nation. Its frameworks provide a compliant and efficient route for public sector buyers to access specialist legal expertise across a wide array of requirements.
The latest appointments for MFMac come at a time of significant reform in UK public procurement. The Procurement Act 2023, which largely came into force in February 2025, aims to simplify procurement processes, increase transparency, and enhance accessibility for businesses of all sizes. Notably, the Act replaces the “Most Economically Advantageous Tender” with the “Most Advantageous Tender,” allowing contracting authorities greater flexibility to consider broader value factors such as social impact, environmental considerations, and innovation alongside cost.
MFMac, formed by the merger of Morton Fraser and MacRoberts in November 2023, solidified its position as a top-tier independent firm in Scotland, boasting annual revenues of approximately £46 million and a team of over 250 lawyers across its Edinburgh and Glasgow offices. This merger has created a significant legal resource in Scotland, well-positioned to handle complex public sector mandates.
Ruth McCallister, Director of Key Clients, BD and Tenders at MFMac, commented on the reappointment:
“Access to trusted legal advice is more important than ever as organisations navigate increasing complexity while continuing to deliver essential services and value for the public purse.”
