Plans are set to be officially lodged for a significant new key worker housing development in Glasgow, proposing 168 studio residences specifically for staff employed at Glasgow Royal Infirmary.
The initiative, spearheaded by Pinnacle Holdings and Cedarstone Capital Partners, seeks to transform a long-vacant brownfield site on Wishart Street into high-quality, affordable accommodation, directly adjacent to the city’s major hospital.
The developers describe the proposal as a “historic first” in Scotland, representing the inaugural bespoke housing scheme designed explicitly to support hospital staff. They suggest such a model could offer a blueprint for addressing critical shortages of affordable housing for essential workers.
A spokesperson for the development partners highlighted the strategic location:
“Located within a short walking distance of the royal infirmary and well connected to Glasgow’s public transport network, the new homes are intended to provide convenient, secure and affordable living options for those working at the hospital.”
The project aims to directly respond to the increasing demand for accessible and affordable accommodation for NHS personnel and other key workers in the city.
The proposed ten-storey building will comprise 168 studio rooms, complemented by a range of shared amenities designed to foster resident wellbeing. These include internal communal areas, a landscaped courtyard, and a roof terrace offering views over the historic Glasgow Necropolis.
Beyond supporting hospital staff, the developers anticipate that increasing the supply of specialist key worker housing in the city centre will alleviate pressure on Glasgow’s broader private rental market, potentially enhancing housing affordability for the wider population.
Pre-application engagement with local residents, Glasgow City Council, and NHS partners has informed the scheme’s design. This collaborative approach has aimed to ensure that the needs of hospital staff are met while simultaneously respecting the surrounding historic and urban landscape.
John West, a director for Pinnacle Holdings, commented on the societal importance of the initiative:

A formal planning application is expected to be submitted soon, with a decision from Glasgow City Council anticipated later in 2026, following the council’s assessment process.
