Elspeth Macdonald, Chief Executive of the Aberdeen-based Scottish Fishermen’s Federation (SFF), is set to retire from her role in March 2027. Ms Macdonald has led the prominent industry organisation since 2019, during which time she became one of the most influential voices within the UK seafood sector.
Her tenure at the SFF, taking over from Bertie Armstrong in August 2019, has coincided with a period of unprecedented change and challenge for the Scottish fishing industry. Key events included the United Kingdom’s departure from the European Union, the subsequent negotiation and implementation of new fisheries management arrangements, the global Covid-19 pandemic, and the ongoing evolution of environmental policies.
Notably, Ms Macdonald spearheaded a successful campaign against the Scottish Government’s proposals for Highly Protected Marine Areas (HPMAs). These areas, if implemented as initially planned, would have prohibited fishing activities within designated zones, a move that the SFF argued would severely impact coastal communities and the industry’s economic viability.
SFF President Hannah Fennell lauded Ms Macdonald’s contributions, stating: “Elspeth has been an exceptional leader for the Scottish Fishermen’s Federation and a tireless and articulate advocate for Scotland’s fishermen. She has guided the organisation through some of the most significant events and challenges in the history of our industry. Her ability to combine strategic thinking, detailed policy expertise and effective advocacy has ensured the voice of Scottish fishermen has been heard at the highest levels of government both at home and abroad.”

Reflecting on her time, Ms Macdonald expressed: “It has been a tremendous privilege to serve Scotland’s fishing industry and to work on behalf of the fishermen, families and communities that depend upon it. The industry has faced many challenges during my time with the federation. But I have always been inspired by the resilience, professionalism and determination of the people who work in it.”
The SFF has initiated a recruitment process to find Ms Macdonald’s successor. The successful candidate is expected to work alongside her to ensure a seamless transition ahead of her departure.
